Why would the DADT legislation mandate all military medical facilities to give ELECTIVE abortions?

It wouldn't. It would allow servicewomen to receive abortion care in military hospitals if they pay for the procedure themselves. No federal funds can *legally* be used to fund abortions anywhere.
