Wrong about inheriting a bad country?

Theoretically, the highest office in the land, perhaps on Earth, should emit a bit more leadership than constantly blaming problems on the previous administration. I mean, if it truly was that bad, why did Obama run for office? Didn't he say he was the only one that could 'fix' the problems???
