Coelacanth on animal crossing wild world?

i have no clue how to catch one. i know that you can only catch one when it's raining or snowing all year long. and i can easily tell when i see one in the ocean but everytime it bites my line and my sinker is submerged and i try to reel it in it gets away. this is the only fish that i have this problem with. please help!
