Why didn't bush propose benchmarks?

If the Bushbaby thinks benchmarks are a good idea why didn't he propose them. If not why doesn't he veto them? Is it possible that with the total absense of executive leadership we now have we need the "bete noir" nancy P. to shape any demblence of national policy.
