Why do some women insist their milk "never came in"??

I mean are they misinformed at the hospital? Don't they tell them all that it may take between 3-7 days for the milk to come in? Do these women just never get engorged? I tought it's a process that all women go through? I don't know I'm just curious if there is even a thing as your milk "never coming in"
